ANNAPOLIS, Md. —Major changes to legislation regarding the Law Enforcement Officers' Bill of Rights are now on the table.

WBAL-TV 11 News got a rare behind-the-scenes look Thursday at a brainstorming session, where lawmakers are grappling with this difficult issue. Such sessions are usually done behind closed doors.

A subcommittee within the House Judiciary Committee is considering changes to LEOBR.
